Social security, Medicare, crop insurance, community fire department services, disaster relief, etc, are not socialism. Those are social welfare programs that can exist in any system, whether capitalist or socialist.
Socialism is a political and economic system where the means of production are owned or regulated collectively.
Capitalist welfare programs ≠ Socialism.
