Reorienting & reviving public investment across the UK will be important for an incoming Labour Govt. (whatever Rachel Reeves is currently saying), but I also agree with Andrew Rawnsley:

'Progress isn’t all about the state being able to open its wallet. The legacy of reforming governments is often not defined by how much money they spent, but by the enduring institutions they created & the social advances they embedded.'

You can also make change 'cheaply'!
